The Role 
As a Senior Trade Compliance Analyst, you will be supporting all PMS business 
functions in achieving their strategic objectives and operational targets while 
ensuring compliance with all applicable export, import and economic sanctions 
laws and regulations. Together with the PMS Compliance team you will be 
responsible for the maintenance and deployment of the PMS Trade Compliance 
policy and supporting procedures and for training others in the relevant 
procedures. 
More specifically, you'll be responsible for ensuring compliance with any 
applicable U.S. trade laws and regulations relating to the company's global 
operations. A high concentration of these controls will focus on trade between 
the US and Asia. With that in mind, candidates who possess knowledge and working 
experience with other countries trade regulations, specifically China, would be 
highly beneficial and sought after for this role. In addition to any applicable 
legal controls, the candidate will also ensure compliance with PMS and its 
parent company's (Spectris plc) policies. 
The position is well suited for an experienced candidate that possesses a 
high level of flexibility, and a solution-oriented mindset. This person will 
support the Trade Compliance Manager in implementing a centralized approach to 
trade compliance. While a majority of the work for this role will be performed 
autonomously, building relationships with other departments will be critical to 
your success. The ideal candidate is a specialist passionate about their chosen 
field, who will be able to add value to a growing organization and its 
employees, in both the short and long term.  
Specific Job Responsibilities: 
	- Support the global trade compliance program within the company 
 
	- Establish relationships, trust and credibility with internal 
	stakeholders. Working with them to develop and drive business processes & 
	solutions that are compliant with any applicable trade laws, regulations, or 
	internal policies established by PMS & Spectris. 
 
	- Assist the PMS Compliance team with developing local strategy to support 
	compliance for its Asian operations as well as with Asia, U.S., UK and 
	European regulations 
 
	- Review incoming orders against US export controls, and any other 
	applicable foreign regulations. Make a license determination and apply for 
	an export license/approval when deemed necessary. Work with operations to 
	ensure that the appropriate export declarations, physical marking of goods, 
	etc. are being used on all export shipments 
 
	- Support US Customs compliance and brokerage management within the 
	organization; Working directly with local operations and customs brokers to 
	resolve day-to-day issues that result in border delays. 
 
	- Maintain a general knowledge of record keeping requirements, customs 
	entries, import invoice requirements, HTS codes, transactional values, IOR, 
	and incoterms as dictated by the US CFR. Support the company with Chapter 98 
	return or repairs.
 
	- Assign and verify Export Control Classifications and support custom 
	tariff codes assignment 
 
	- Maintain multiple classification databases and perform system and 
	regulations updates as they occur. 
 
	- Support PMS's Compliance team in the verification/assessment of 
	customers in Asia 
 
	- Driving continuous improvement, best practices and standardization 
	through the understanding of global trade regulations 
 
	- Assist and verity products meet country of origin rules and that Free 
	Trade Agreements are being applied to transactions appropriately 
 
	- Training; Awareness and Escalation 
 
	- Work closely with the PMS Compliance team to funnel down communications
	
 
	- Facilitate and carry out trainings to the relevant personnel within the 
	region 
 
	- Monitor changes published by U.S. export control and customs authorities 
	and ensure these are escalated and, subsequently, appropriately addressed 
	and considered within PMS 
 
	- Ensure that issues requiring escalation to the PMS Trade Compliance 
	Officer and International Trade Compliance Manager at Spectris, as 
	appropriate, are communicated 
 
 
Audits  
	- Facilitate and support external audits and assessments and implement any 
	required/necessary corrective actions. 
 
	- Oversee the post entry audit of brokers & local business transactions. 
	Ensure corrective action plans are appropriately developed and implemented 
	by the necessary parties.
 
	- Review brokerage invoices to ensure that import fees are appropriately 
	charged to the company, escalating any excessive fee
 
	- Lead periodic export self-assessments and implement any necessary 
	corrective actions to ensure compliance with trade compliance regulation and 
	internal policies 
 
	- Conduct periodic audits of electronic export information and AES filings
	
 
	- Mitigate risk to Spectris group and PMS through process management 
	ensuring that all activities are carried out in accordance with PMS and 
	Spectris policies and standards and are in compliance with any applicable 
	regulations. 
 
	- General Ethics & Compliance work 
 
	- Our new team member will be willing to support the General Counsel, 
	Chief Compliance Officer and local Ethics and Compliance Officer in 
	day-to-day work to ensure compliance with, among others, national and 
	international anti-bribery and corruption laws and regulations 
 
 
Qualifications: 
	- Bachelor's degree preferred 
 
	- 5-7+ years' relevant professional experience in trade compliance 
 
	- Detailed operational knowledge of Asia, especially China, European, 
	South America and UK regulations relating to export/import compliance 
	matters 
 
	- Detailed knowledge of foreign export laws and regulations, particularly, 
	U.S. Export Administration Regulations (EAR) 
 
	- Ability to interpret government regulations and understand their impact 
	on the business' operations and objectives. This requires a high level of 
	flexibility, and a solution-oriented mindset. 
 
	- Solid knowledge of the WTO tariff valuation rules and basic experience 
	with assigning and maintaining tariff codes 
 
	- Experience with an enterprise-class ERP system desirable and Word, Excel 
	and other standard office tools 
 
	- Excellent interpersonal and influencing skills with the ability to 
	communicate and interact at all levels and support decision making based on 
	credible knowledge of international trade 
 
	- Audit experience and experience in delivering internal training on trade 
	compliance matters to relevant employees is beneficial 
 
	- Knowledge of origin rules and experience on the applicability of Free 
	Trade Agreements 
 
	- Approachability and a strong stakeholder service orientation with 
	excellent verbal and written communication skills 
 
	- Ability to easily understand complex technical products. This could have 
	been gained from previous experience in a similar manufacturing company 
 
	- A strong attention to detail, strong analytical skills and the 
	willingness and ability to make decisions? 
 
	- Ability to work on projects and tasks with significant complexity? 
 
	- A "Hands-On" mentality combined with a "No Compromise on legal 
	requirements and group interests" attitude but also being a problem solver

	- Ability to understand licensing requirements, apply for, and track any 
	required licenses 
 
	- Experience in communicating with external agencies, such as the 
	Department of Commerce, Bureau of Industry and Security, and U.S. Customs 
	and Border Protection 
 
	- Knowledge of import/export regulations in APAC 
 
	- Knowledge of classification rules (HTS / export control) 
 
	- Knowledge of OFAC and ITAR regulations 
 
	- Knowledge and experience with government contracting 
 
	- Knowledge of import regulations and rules of origin 
 
	- Knowledge of hazardous/dangerous goods 
 
	- Knowledge of nuclear goods 
 
	- Experience working in the Automated Commercial Environment
 
 
The Nuts and Bolts 
Location - This is an "in-office" position 25% of the time with COVID-19 
precautions being taken. The location of this position is in either Boulder, 
Colorado, Boston, Massachusetts or York, Pennsylvania. The other 75% of the time 
you may work from home. These percentages are targets with the actual schedule 
to be determined in conjunction with the Trade Compliance Officer and General 
Counsel. Relocation may be offered for this role, but local candidates will 
receive first consideration.

Pay Range: 
$58100 - 89240 depending upon experience and location of position.

Particle Measuring Systems determines pay for positions using local, 
national, and industry-specific survey data, for the Boulder, Colorado area. We 
will evaluate external equity, which is the relative marketplace job worth of 
jobs directly comparable to jobs within our company. 
For new hires, we try to make competitive offers between the minimum and 
around the midpoint of the range. This allows the new employee room for future 
merit increases during review cycles. There may be times when we will offer 
above the midpoint. The decision to do so will be based on the applicant's level 
of experience, education, and specialized knowledge and skills. Additionally, we 
consider the external market rate, the amount we have budgeted internally, and 
the compensation rates of the employees within the company doing the same 
function.
