Description:

Renesas Electronics America is seeking a Director, Global Trade Compliance to join our team. The Director, Global Trade Compliance reports to the General Counsel (US), will be based in Milpitas, CA, and is responsible for the development and administration of policies and processes to ensure that Renesas’ worldwide business is carried out in compliance with all applicable export and import regulations. The successful candidate will work closely with a variety of internal groups within Renesas, such as Product Groups, Legal, Operations, HR, IT, Sales, and others.

Responsibilities:

  • Directly manage the U.S. Trade Compliance staff and oversee the foreign Trade Compliance staff
  • Works closely with internal groups and external customers, government agencies, vendors, advisors, and outside counsel in the development and implementation of global trade compliance policies
  • Manages the execution of day-to-day operational tasks to support business operations
  • Develops and communicates trade compliance training to employees
  • Integrates global compliance processes with shipping, order processing, Incoterms, documentation, and agreement approval workflow
  • Ensures proper product classification, country of origin determination, valuation, and customer screenings
  • Oversees declaration filings (customs and export); obtains export licenses as needed
  • Researches, interprets, and applies complex U.S. and non-U.S. government export/import laws regulations
  • Consults with and advises the functional areas to facilitate export licenses and Technical Assistance Agreements for products, technology transfers, services, and deemed exports
  • Supervises the reviews of export shipment documentation, orders for export, foreign person visit requests, and employee international travel
  • Works with management to develop long-term strategies to facilitate business in accordance with a constantly evolving trade and regulatory landscape; provides timely risk assessments
  • Maintains global trade compliance records
  • Works with internal and external partners to conduct global trade compliance assessments on a routine basis to ensure compliance with established policies and procedures; conducts internal audits
  • Creates and manages the company’s access control procedures as required
  • Assists and leads in process improvements and the implementation of export compliance best practices
  • Maintains all export related records and records of all technical data transfers, defense services provided, and ITAR exemptions used
  • Maintains active registration with DDTC and other government agencies

Education and Experience:

  • Bachelor’s degree required, JD or LCB will be considered a definite plus
  • Must have 10 years of trade compliance experience (preferably in high tech/semiconductors), with a minimum of 4 years in a management position
  • Expertise and hands on knowledge of US, Japanese, and EU import and export regulations
  • Familiarity and knowledge of regional regulations of Singapore, Hong Kong, China, India, and Taiwan a plus

Desired Skills:

Experience assessing export and import compliance processes, procedures, and resources; preparing and reviewing export licenses; providing recommendations; and developing policies and procedures

  • Experience providing export control and customs (import) classification advice and counseling
  • Experience with ITAR and EAR; experience conducting investigations, audits, and assessments; experience navigating the relationships between various government agencies responsible for export control laws and regulations
  • Experience as an Empowered Official
  • Experience in processing and managing export license applications through the Departments of State and Commerce
  • General knowledge of the legal and regulatory export environment
  • General knowledge of OFAC and pertinent regulations
  • General knowledge of Japan’s Ministry of Economy, Trade and Industry (“METI”) and other foreign export control governmental agencies
  • Good computer skills including a familiarity with on-line export compliance tools and Microsoft Office
  • Good writing, presentation, and verbal skills
  • Security Clearance
  • Must be eligible to receive federal security clearance; must be a US person
