Senior Manager Customs and Compliance

Overview

This position will be responsible for driving all facets of import & export Customs & regulatory compliance activities within NIO. The individual
will work closely with business unit stakeholders, Custom Brokers /Freight forwarders, government agencies, and the leadership team to establish and
maintain a robust system of policies, procedures and controls to ensure 100% Customs compliance with all applicable laws and regulations, that is
cost efficient. The manager will use their experience and knowledge to mitigate risks and implement savings opportunities. This position is of an
individual contributor, but will be expected to grow into an increased responsibility.

Responsibilities

  • Strong knowledge of laws, regulations and best practices with emphasis on US import and export Customs, Regulations and product classification
  • Advise functional groups of customs and import/export regulations, help create efficient process that moves goods across borders without
    disruption and monitor the corresponding implementation.
  • Maintain good working relations with Customs and regulatory US government agencies. Respond to external changes including the impact of
    increasing complexity, material volumes and value growth resulting from regulatory changes.
  • Ensure company meets a wide range of safety, security and commercial compliance mandates, including but not limited to, Customs Border Patrol
    (CBP), Department of Transportation (DOT), Free Trade Zone (FTZ Board), etc. requirements
  • Through active management of process improvements, creation of policies & procedures and training, this role is expected to deliver a
    continuous flow of cost savings, and, with risk mitigation, reduce the risks of penalties or fines
  • Responsible for creating and maintaining relationships and contracts with our logistics providers/Customs brokers. This also includes
    management of our partner and process to perform freight invoice processing and cost analysis.
  • Review and approve customs brokerage invoices. Manage and report metrics and Key Performance Indicator's (KPI), especially the performance of
    customs brokers service
  • Establish a process with freight forwarders/custom brokers, by which, store data for all filings and compliance agency responses to enable
    complete audit and reporting capabilities
  • Generate, track and manage budget for imports & exports, including cost optimization
  • Determine classification (Export/Import) as needed, to ensure optimized tariffs and costs
    Provide input to purchasing & logistics teams, including analysis and execution of strategies to achieve the lowest total landed cost for a
    product from Vendor to factory. This may include tax optimization strategies.
  • Collaborate with the Legal Compliance Team on various issues. Support global licensing program including US EAR, and local country licensing
    requirements
  • Be the primary contact for import & export daily operation
  • Work in unison with Customs personnel of subsidiaries in other countries to Support the global import & export activities

Requirements

  • Bachelor degree in Logistics, Supply Chain, or similar. Relevant Masterís degree preferred.
  • 8-plus years of experience in Import/Export management, including experience managing a globally diverse staff directly or in a cross-
    functional environment.
  • Requires education, experience or training in Import/Export management and Global Trade Compliance.
  • Experience with automotive commodity, software, technology and deemed export license programs, including Customs & regulations
  • Licensed Customs Broker certificate and/or International Trade Certifications (IIEI) are a plus.
  • Certain knowledge of finance and legal policy relate to the import & export, familiar with other countries regulation of import & export.
  • Experience working with issues of a global nature and interacting with company employees in other countries
  • Working Knowledge of Import/Export to EU and APAC operations, including China Customs, regulations and requirements a plus
  • Experience dealing with Freight forwarders/ and maintaining commercial relations, including commercial negotiations
  • Understanding and experience with Free Trade Zone (FTZ) related processes and systems, including FTZ inventory control, FTZ master data and
    documentation, annual reporting to CBP/FTZ boards are a plus.
  • Detail oriented with excellent organizational skills
  • Fast learner with the ability to multitask under pressure. Ability to adapt and learn quickly;
  • Computer literacy and knowledge of PC desktop applications and MS Office Suite (Word, Excel, Outlook, etc.). Knowledge of Custom softwares
    and systems a plus.

Preferred Qualifications

  • Relevant Masterís degree preferred
  • Licensed Customs Broker certificate and/or International Trade Certifications (IIEI) are a plus
  • Working Knowledge of Import/Export to China operations including China Customs, regulations and requirements a plus
  • Experience with EU & APAC export control regulations a plus
  • Understanding and experience with Free Trade Zone (FTZ) related processes and systems, including FTZ inventory control, FTZ master data and
    documentation, annual reporting to CBP/FTZ boards are a plus.

Fluency in Mandarin preferred
