Job Description
Job Responsibilities include but are not limited to:
- Develop, implement, administer, and manage compliance program under
government contracting (from subcontracting perspective only at current
time) and trade compliance regulations and requirements, including FAR/DFAR,
ITAR, EAR and OFAC regulations.
- Provide training to operations and functional groups under compliance
program.
- Provide direct contract administration, management and support from
compliance perspective during entire lifecycle of contracting, from
marketing to contract closeout.
- Work closely with teams and functional groups, including sales,
purchasing, human resources, engineering and logistics.
- Customer and supplier proposal and contract review, administration and
management to ensure compliance with legal requirements and regulations
under FAR/DFAR, ITAR, EAR, OFAC and other trade compliance regulations.
- Administer and manage compliance requirements with customers and
suppliers, including management of certification requirements and processes.
- Provide advice to teams and management regarding contract rights,
obligations, and language.
- Examine estimates of material, equipment services, production costs,
performance requirements and delivery schedules to ensure accuracy and
completeness, and compliance with regulatory requirements for
government/military related contracts and priority rated orders.
- Management, classification and tracking of products, tooling and
equipment subject to FAR/DFAR, ITAR and EAR related controls. Manage and
track decrementation of applicable export licenses.
- Prepare progress reports on compliance program development and
administration, and compile, maintain and analyze historical information.
Required Qualifications:
- A Bachelors degree with experience in commercial and federal contracting
and regulatory compliance, business management, administration, and program
management.
Seven (7) years of experience with the federal procurement process,
government contracts, and contracting rules and regulations, in a
subcontracting and/or prime contracting environment.
- Must possess extensive knowledge of FAR/DFAR procurement regulations, as
well as ITAR, EAR and OFAC regulations and the ability to work well as a
member of a team.
- Experience preparing written policies, procedures, technical proposals
and management documents.
- Extensive knowledge of Microsoft Office Suite and government web
applications.
Required Competencies:
- The ability to effectively multi-task and work with management and
client base.
- Must be hands on with respect to program implementation and
administration and comfortable with dotted line reporting and oversight.
- The selected candidate should be familiar with various types of
government and commercial contractual arrangements and procurement.
- Familiarity with Licensing Agreements, Proprietary Information
Agreements, MOUs, MOA's, TAAs, DSP and BIS licenses and amendments,
subcontracting flowdowns and intellectual property terms is required.
- Strong financial, contractual, and technical background.
- Excellent initiative and interpersonal skills.
- Ability to represent the corporation in a professional manner with tact
and diplomacy.
- Must have experience with dispute identification and preparation,
negotiations and settlement structuring.
Education:
Bachelor Degree Required.
