Export Control Officer

Location: San Fernando, CA
Reports to: Export Compliance Specialist/Officer

Purpose of Role:

Responsible for coordinating the with US export law and regulations including, but not limited to, International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Serves as the primary contact for export compliance across the business unit and coordinates activities and resources.

Responsibilities:

  • Implement export compliance program in the various facilities and monitor the SBU compliance with the approved program.
  • Responsible for the site as Compliance Manager and the whole of North America as Export Control Office (ECO)
  • Provide guidance to the Export Control Coordinators (ECC) in all aspects of the export compliance program (e.g., screening, classification, licensing, export documentation, AES filings, and recordkeeping)
  • Oversee the development and maintenance of export compliance desktop procedures based on the corporate templates, as they relate to the SBU.
  • Support the local export control jurisdiction and classification efforts under the Commerce Control List (CCL) and the U.S. Munitions List (USML) to cover all products, equipment, and technology.
  • Review export authorizations. Assist with the implementation of and monitor compliance with export authorization control plans.
  • Work with Human Resources, IT and Corporate Security regarding access by foreign national visitors, employees, and contractors to controlled technology.
  • Develop training material with the support of the corporate Export Compliance Team (ECT) and provide functional training to personnel worldwide.
  • Communicate significant export control issues that arise within the SBU to the Manager of Export Compliance (MEC).
  • Function as the lead SBU contact in export compliance investigations coordinated with the MEC and the Law Department, as needed.
  • Maintain knowledge of regulations as they change and work closely with the MEC to implement necessary changes. Attend mandatory update meetings organized by the ECT.
  • Coordinate internal reviews of the export compliance program with the MEC and Internal Audit
  • Department, including periodic self-audits within the facilities.
  • Provide the MEC and the Law Department with the collection of data related to the export control programs of potential mergers and acquisitions (e.g., product technical information, customer lists, end use certificates, prior export violations).

Requirements:

The incumbent should have a Bachelor’s Degree or an equivalent combination of education and/or experience. Requires at least 10 years of general experience, logistics would be preferable, and at least six years of directly applicable experience, and certified training in ITAR and/or EAR is required.
